Deputy General Counsel

Kimberly Potter joined the OIIGC as Deputy General Counsel in September 2025. Before joining the OIIGC, Kimberly served as Section Head of the Education Section in the North Carolina Department of Justice. Kimberly’s professional experience includes more than 20 years of service in the NC Department of Justice, Education Section, beginning as an Assistant Attorney General and being promoted to the position of Head of the Education Section in 2017.

At the Department of Justice, Kimberly litigated numerous cases involving employment law, federal and state constitutional law, and contract claims. Kimberly also serves as a volunteer faculty member with the National Association of Attorneys General and has taught trial advocacy skills to members of the attorney general community throughout the United States.

Kimberly earned a Bachelor of Science in Chemistry from NC State University and her law degree from UNC Chapel Hill. In law school, she served as a member of the North Carolina Law Review and the Public Interest Law Foundation. Immediately following law school, Kimberly served as a law clerk at the North Carolina Court of Appeals.
